  3. i think in war area ICT for student is kind of luxury , because some area you need to afford food ,shelter and education if it possible.

Education as the fourth pillar of humanitarian response (central pillar) ,that means education goes along with food and shelter.the presence of (ICT) in most refugee camps provides a kind of protection, especially if the schools are far away or there are no teachers .facilitates distance learning.
